from iPhone to iPad
Two Apple devices on the same Apple Account should share one address book automatically. When they don’t, it is nearly always a single setting. Here is the proper way to do it, the settings that quietly break it, and what to do about contacts that were never in iCloud to begin with.

Turn on iCloud Contacts on the iPhone
Open Settings, tap your name at the top to reach your Apple Account, go into iCloud, and switch Contacts on. Until that is on, the phone’s contacts aren’t in iCloud for anything else to read.
Sign the iPad in to the same Apple Account
Open Settings on the iPad and check the account name at the top matches the one on the iPhone. Two devices on two different Apple Accounts will never share contacts, and this is the single most common reason it doesn’t work.
Turn on iCloud Contacts on the iPad
In the same iCloud settings on the iPad, switch Contacts on. If you’re asked whether to merge the contacts already on the iPad, merging keeps them and adds them to iCloud.
Set the default account for new contacts
In the Contacts settings on both devices, make iCloud the default for new contacts. Anything saved to an On My iPhone or On My iPad list, or to a Google account set up on only one device, won’t appear on the other.
Open Contacts on the iPad and let it settle
Launch Contacts on a good connection. A large address book takes a few minutes on the first sync, so give it time before you start changing settings back.
Troubleshooting
When the iPad still doesn’t show them
Partial results are more informative than nothing at all — they usually point at an account, not a fault.
Different Apple Accounts
An iPad set up years ago on an old account looks entirely normal. Compare the email address at the top of Settings on both devices before anything else.
Only some contacts arrived
That means the missing ones live in an account the iPad doesn’t have. The Contacts app groups records by account, so the gap tells you which one to add.
They were saved on the device
Contacts in an On My iPhone list have never left the handset. Change the default account, then move those records into iCloud so they can travel.
Duplicates after merging
Merging on setup can leave you with two copies of anyone who already existed in iCloud. That’s worth cleaning up rather than living with.
Where it runs out
iCloud syncs devices. It doesn’t unify accounts.
Between two Apple devices this is genuinely solved. The problem is that most people’s contacts aren’t all in one account.

iCloud connects Apple devices to each other. A work laptop, an Android phone or a Windows machine is outside the arrangement entirely.
A Google account stays separate
Adding Google to both devices shows two address books in one app. Apple never combines them, so the same person exists twice with no relationship between the records.
Every device needs setting up again
Each new device means re-adding each account and re-checking each Contacts toggle. Miss one and that device shows a quietly incomplete list.
Nothing reconciles conflicting edits
Correct a number in iCloud and the copy in a work account keeps the old one. There is no arbitration between providers, so both versions survive.

Frequently asked questions
How do I sync contacts from my iPhone to my iPad?
Switch on iCloud Contacts on the iPhone, sign the iPad in to the same Apple Account, and switch iCloud Contacts on there too. Both devices then read and write the same iCloud address book, so a contact added on either one appears on the other.
Why won’t my contacts sync to my iPad?
Nearly always because the two devices are on different Apple Accounts, or because iCloud Contacts is switched off on the iPad. After that, check whether the missing contacts were saved to a local On My iPhone list or to a Google account that only exists on the phone — neither travels through iCloud.
Should I merge when the iPad asks?
If the iPad already has contacts on it and you’re turning iCloud Contacts on, merging keeps them and uploads them to iCloud so both devices share one set. It can create duplicates where the same person already exists in iCloud, which is worth cleaning up afterwards.
Can I sync just a few contacts to the iPad?
iCloud is all or nothing for the account — it syncs the whole iCloud address book rather than a selection. For a single person, sharing the contact card directly between the two devices is the simpler option.
Do my Google contacts sync to the iPad as well?
Only if the Google account is added to the iPad too, with Contacts enabled for it. Apple keeps each account separate, so contacts from Google and contacts from iCloud remain two address books shown in one app, and nothing merges the two records for the same person.
